ICN Bylaws
-
ICN is dedicated to promoting Islam through regular prayers, religious education, charitable services, youth development, and community engagement in accordance with the Qur’an and Sunnah and applicable U.S. and Illinois laws. The bylaws establish mutual consultation (Shura) as the guiding principle for decision-making, with a nine-member elected Board of Directors responsible for overseeing the organization, implementing its objectives, and managing its finances. Members who meet the specified age, residency, and membership-dues requirements may participate in elections and General Body decisions. The bylaws outline procedures for electing Board members and the President, appointing officers and committees, conducting meetings, resolving disputes, and addressing misconduct or leadership vacancies. They also require an annual budget, periodic financial reporting, independent audits at least every other year, prudent investments consistent with Islamic Shari’ah, and the use of organizational assets exclusively to advance ICN’s mission. Amendments require substantial Board support and ratification by Voting Members under specified voting and attendance requirements, while dissolution requires the remaining assets to be transferred to a Muslim organization in the Chicago area whose objectives generally align with ICN’s mission.
